Content Creator and NCP Leader Kafi Sued Over Alleged Land Grabbing and Extortion

A case has been filed against controversial content creator and National Citizen Party (NCP) leader Nuruzzaman Kafi, along with his father and elder brother, in Kalapara, Patuakhali, on charges of land grabbing and extortion.

The case was filed on Sunday by Abdur Rahim, acting headmaster of Khepupara Government Model Secondary School, before the Senior Judicial Magistrate Court in Kalapara. The court took cognizance of the complaint and directed the Officer-in-Charge (OC) of Kalapara Police Station to investigate the allegations and submit a report. The case has been registered as Case No. 739.

According to the case statement, at around 10:15 a.m. on July 11, Nuruzzaman Kafi, his father ABM Habibur Rahman, and his elder brother Mamun allegedly entered a plot of land belonging to Khepupara Government Model Secondary School, located under BS Khatian No. 12, Dag No. 59 in Rajapara Mouza, with an excavator, vans, shovels, and crushed stone. They allegedly began cutting soil and altering the land’s topography in an attempt to construct an access road.

Upon receiving the information, Acting Headmaster Abdur Rahim, accompanied by five assistant teachers, rushed to the site and attempted to stop the construction work. The complaint alleges that Kafi became enraged, demanded Tk 1 million in extortion from the headmaster, and, when the demand was refused, verbally abused the teachers, pushed them, and threatened them with death and serious injury.

The complaint further states that Kafi, his father, and his elder brother excavated soil from approximately six decimals of land measuring 110 feet in length and 30 feet in width, causing soil worth an estimated Tk 100,000 to be removed and transported by trolley to their residence and other locations. They also allegedly dumped crushed stone on the land to build a road, causing total damages estimated at around Tk 500,000.

Speaking about the matter, Abdur Rahim said that Khepupara Government Model Secondary School owns 21.76 acres of land under BS J.L. No. 9, Rajapara Mouza, including BS Khatian No. 12 and Dag Nos. 59, 205, 206, 207, 208, 283, 306, 344, 345, 349, and 1115. He said the school has been in peaceful possession of the property, including adjacent government khas land, for many years.

Rahim further stated that he initially attempted to resolve the matter through local mediation, but Kafi and his family allegedly refused to reach any settlement. He added that when he approached Kalapara Police Station to file a case, police advised him to seek legal remedy through the court. He then filed the case and sought justice to protect the school’s property.

Responding to the allegations, Nuruzzaman Kafi denied all accusations. He claimed that the legal heirs of the disputed land had pursued the ownership case for years and eventually obtained a favorable verdict from the Supreme Court. According to Kafi, he purchased the land through a sale agreement from the rightful owners and constructed the road only after they handed over possession of the property.

Kafi also said he never met Acting Headmaster Abdur Rahim in person and had no conversation with him regarding the matter. He described the allegations as “completely false, baseless, and politically motivated,” adding that an impartial investigation would reveal the truth.

Confirming the development, Md. Ferdous Mia, Bench Assistant of the Kalapara Senior Judicial Magistrate Court, said the case had been officially registered. He added that the court had directed Kalapara Police Station Officer-in-Charge (OC) Nazrul Islam to investigate the allegations and submit a report.
